Removing your hat and shirt was a great idea. I have no idea why the cops would think you were still there waiting for them. And that woman must have been really pissed off! Most women who are pissed off would just get out of your way, or tell you (verbally or physically) in no uncertain terms to buzz off. So she must have been really mad. And what was she thinking when she reported you? That the cops would really catch you? Why did she waste her time?
I had an incident once where a man had been observing my chikaning, and unbeknown to me, had reported me. The first I knew of it was when someone tapped on the shoulder and asked me to come with them to "talk". They had been observing me after this guy's report, and fortunately for me, the chikaning opportunities had disappeared, and I had been a "good boy" during their observation. When confronted, I denied any knowledge (naturally), and even asked if he was sure he had the right guy? And I observed that people were bumping into one another everywhere (waving my hand toward the crowd) and suggested that the guy had perhaps misinterpreted what he had seen, but I vehemently denied any wrong doing!
But the reasons a woman would go to all that trouble as in your case, always fascinate me. Sometimes I think they may be lesbian, and violently against contact with a male... sort of a fear/defence in case they may come to enjoy it.
My advice: Always keep your wits about you. If the crowd is thin, then don't "follow" your target. Don't chikan ALL the time. If the crowd is moving, then keep moving too, as stopping may attract attention. And ALWAYS (where possible) try to read the face/body language of the person you are chikaning as this will give you clues as to whether you should continue, and with what intensity, or what (if any) danger may be looming.

But don't get intimidated. The reaction of running to the cops in the type of crowd situation you were in, I consider extremely rare and surprising!
