Cho & Chikan
You know, some jerk is here making fun about the murderous rampage of Cho and trying to compare him to a chikan, but a much different kind of conclusion can be drawn. The truth of the matter is that, as has been noted in many posts before, chikan is really an insignificant offense in comparison to many, many other kinds of "evils" that one might commit. Clearly, it is trivial compared to what Cho did. That's why groping still lies near the bottom of the list of priorities when it comes to law enforcement. Now, draw too much attention to yourself by being greedy and/or stupid, and you can get yourself arrested as a chikan. But, if you're good at it and know what you're doing . . . if you have "The Knowledge" . . . then you can sperm between the buttcheeks of strange, pretty women in crowds almost with impunity.
