Have you tried an infrared camera? Human eye can not see infrared light. So you can take a photo without beening spotted. The weak point is that the photo will be black-and-white not color. Another difficulty is how to find and buy an infrared camera. It is basically an ordinary camera with an infrared flash and an infrared film. An infrared film is easy to find. It would be in a local camera shop. But an infrared flash is not so easy to find. Now, you may try DIY. Have an ordinary camera with an ordinary flash. Cover the flash with red film. Use it with infrared photo film. The red-film-covered-flash send out dull reddish light. It is still far less to get an attention than ordinary flash.
